Best friends Yuta and Kou are about to graduate from high school. One night, they prank their principal, setting off a chain of events that results in a surveillance system being installed at their school. As security measures tighten and the national political climate worsens, Kou becomes increasingly frustrated with the world, while Yuta seems oblivious to the growing tensions.

Kou finds a kindred spirit in a passionate student activist, and his political awareness begins to grow.
